02Match the behavior to a mechanism

A kite is in the same family. A drone, by contrast, falls under Part 107 and requires a remote pilot certificate for commercial work. A firm that offers all three is really offering three different compliance packages, and the client should ask which one is being quoted. The practical differences show up in the paperwork. A tethered platform generally needs no remote pilot certificate, but it does need to stay below the ceiling that applies to moored objects and to be marked so that other aircraft can see it. A drone flight needs airspace authorization in controlled airspace and a certified pilot. A kite sits in between and depends on the line length and the location.
08How do costs compare across platforms?
Costs are usually quoted per viewshed rather than per hour, because the expensive part is setup and the geometry planning, not the shutter. A single-station job on a low building is the cheapest configuration. A multi-station job on a tall or irregular building multiplies the setup, and a job that needs both a tethered platform and a drone for the upper floors will carry two compliance packages. History matters here: captive photography predates the drone by more than a century, and the older method still wins on jobs where a fixed station and a repeatable frame are worth more than speed. The comparison between a blimp and a multirotor is not a contest with a single winner. A blimp can stay aloft for hours on a tether, which suits a construction sequence shot from one station. A multirotor can reposition in seconds, which suits a one-off inspection of a roof or a gutter.
09Which US firms offer this service?
US firms in this niche tend to be regional, because moving a blimp, a helium supply, and a ground crew across the country is expensive. The common profile is a small shop with one or two envelopes, a helium contract, and a client list of architects, developers, and general contractors within a few hours' drive. Some also fly kites for tighter budgets and drones for jobs that need altitude or speed. The service is real and long-established, but it is not a national brand business, so a buyer should expect to work with a local operator. When evaluating a firm, ask for the platform, the station plan, and the focal length in writing. A firm that can name its cable geometry and its viewshed count is describing a method, not a mood. A firm that cannot is selling a drone with a blimp story attached.
10What should a client ask before booking?
A client should ask four things. First, which platform will fly, and under which rule set. Second, how many stations the viewshed requires, and where they will be placed. Third, what focal length and camera height will be used, because those two numbers determine whether the images can be compared across visits. Fourth, what the deliverable is: stills, video, or a registered overlay on drawings. A firm that answers all four in writing is a firm that can be held to a scope. The rest is scheduling. Helium supply, wind limits, and site access set the calendar more than the client's deadline does. A calm morning is worth more than a rushed afternoon, and a crew that says so is protecting the client's money, not its own convenience.
